Lisa Harrison-Gulla, DrPH

Director of Operations/Co-Owner

Lisa is a licensed Health Officer and has worked in public health and community-based prevention for over 30 years. She has a Doctorate in Public Health and two Masters Degrees.  One in Public Health and one in Counseling Psychology.  She is also licensed as a Registered Environmental Health Specialist.

Lisa has actively been involved in various State level programs over the past ten years through her participation in both the New Jersey Association of County and City Health Officials where she has served as their Past President and the New Jersey Public Health Association, currently serving as their President.

Other volunteer activities include being the Chair of the Hillsborough Board of Health and a Public Health Accreditation Board Site Visitor.  She has completed multiple site visits with local health departments in other states and has worked as a consultant with several New Jersey health departments in preparation and submission of their PHAB applications.

Now retired from governmental public health, in addition to being a partner at SHA, Lisa recently received her Doctorate in Public Health at the Rutgers School of Public Health and is an adjunct professor for Rutgers University, Montclair State University and The College of New Jersey at both the graduate and undergraduate levels.

Michael J. Hodges, MHS

Director of Business Development/Co-Owner

Michael is a licensed Health Officer, Registered Environmental Health Specialist, and a Certified Health Education Specialist (CHES). He has been the CEO of rural, suburban, and city health departments, which gives him a unique perspective. He was key in establishing Bloomfield as New Jersey’s first nationally accredited health department. He’s the recipient of the Montclair State University George G. King Memorial Award for improving the health of the community through leadership and collaboration. Michael has also served on the Board of Directors and Board of Commissioners of the National Commission for Health Education Credentialing (NCHEC). Michael has mentored many others in the field of public health, including Fulbright Scholar physicians. 

As a consultant, Michael worked on outbreak investigations, and OSHA audits for Fortune 500 companies, law firms, private schools, airport lounges, and hospitals in the NYC Metro area. He has also worked for the City of New York leadership developing Infection Control and Prevention protocols, and providing Health Education services.  This included coordinating the activities of a workgroup consisting of the CDC, Doctors Without Borders, and NYC Health + Hospitals. 

Additionally, he has managed a variety of multi-million dollar grants from the CDC and NJ related to COVID-19 preparedness and response in addition to Project Firstline Infection Control training grant.

Trevor J. Weigle, MPH, MA

Director of Finance/Co-Owner

Trevor is a licensed Health Officer, Registered Environmental Health Specialist and Housing Inspector as well as a Certified Public Manager. He has a Master’s degree in both environmental studies and public health. He has more than 25 years of public health experience; 20 of which has been in leadership positions including serving as the Health Officer/Director in both the Township of Bloomfield and the City of Paterson. Trevor has served as the Health Officer for the Township of Mount Olive since 2015.

He has served as the President of the New Jersey Association of County and City Health Officials and Passaic County Public Health Partnership. He is also currently an executive board member and Treasurer for both the North Jersey Health Collaborative and Morris Regional Public Health Partnership. 

Trevor has volunteered as a Public Health Accreditation Board (PHAB) site visitor and has experience in both past versions (1.0 and 1.5) in addition to now working on the current (2022) version of the standards and measures. He has completed multiple site visits for local health departments across the country and as a consultant has worked with several health departments in their own preparation and submission of PHAB documentation.
